Texas Gas Service Company Files with Cities for Rate Adjustment

EL PASO, Texas – June 12, 2006 -- Texas Gas Service Company announced today that it filed on June 9, 2006, with the City of El Paso, and the municipalities of Anthony, Clint, Horizon City, Socorro and Vinton to adjust its rates as part of the Gas Reliability Infrastructure Program (GRIP). This GRIP filing is the third in a series of annual filings made pursuant to S.B. 1271, passed by the Texas Legislature in 2003.

Last year's filing increased the average residential customer's bill by $0.32 per month. This year's filing will add $0.27 per month to the average residential natural gas bill. When the three GRIP filings are combined, the net effect of the increase to the average residential customer's bill over the three year period is less than $0.25 per month. These increases are on an interim basis and are subject to refund. Final determination of these rates are determined when Texas Gas Service files its next general rate filing.

The GRIP program allows a rate of return for gas utilities' investment in capital infrastructure. This mechanism increases regulatory oversight by requiring annual filings and review by the affected cities. More importantly, GRIP reduces costly consulting fees normally associated with rate cases and ultimately paid by the gas utility customer.

"Over the long term GRIP makes more sense for our customers. Instead of filing a rate case on the average every two years, we now file every five years," said Richard Fleager, Vice President for the Western Region. "Also, gas utilities participating in the GRIP program are now required to file an Annual Earnings Monitoring Report with the Cities."

All cities retain their regulatory oversight of Texas Gas Service Company.
